DHIA Board & Sub-Committee Structure


BOARD OF DIRECTORS’

The Downtown Hayward Improvement Association is governed by a 12 member Board of Directors composed of property owners, local business owners, City representatives and Community (at-large) members. The Board meets on a bi-monthly basis to deliberate on issues impacting the downtown district, but also conducts regular business through specifics sub-committees of the Board. 


EXECUTIVE COMMITTEE

Chair: Resti Zaballos, Jr. (President)

The Executive Committee oversees district administration and consulting contracts, corporate finances, insurance, grants, development of budget, Board agendas and meetings, organizational policies and procedures, Bylaw review, relations with the City Manager’s office, Board elections, fundraising, etc. Consists of all of the officers of the corporation. 


DISTRICT IDENTITY & STREETSCAPE IMPROVEMENT (DISI) COMMITTEE

Chair: Alfredo Rodriguez

The DISI Committee oversees marketing and promotion of the District or Downtown Hayward. Activities include branding of the district, public relations, newsletter, special events, website development and maintenance, banner program, streetscape issues including landscaping designholiday decorations, visual linkages, new public spaces projects, pedestrian signage from the BART station, etc.


SIDEWALK OPERATIONS, BEAUTIFICATION & ORDER (SOBO) COMMITTEE

Chair: Sara Buizer

The SOBO Committee oversees general district maintenance and public safety, including the improvement of the public rights of way, sidewalk sweeping, steam cleaning, landscaping, coordination with existing private security as well as with Hayward PD. 
 


LAND-USE COMMITTEE

Chair: Bill Matheson

The Land Use Committee oversees local policies concerning parking, transportation, mobility, planning, zoning, BART, new developments, FARs, Downtown Community Plan feedback, review of new alcohol permits and outdoor dining encroachments, review of new tenant improvements and its impact, etc.
